ผู้บริหารมหาวิทยาลัยแม่ฟ้าหลวงพร้อมด้วยทีมงานเร่งตรวจสอบความเสียหายทั่วมหาวิทยาลัยหลังเกิดเหตุแผ่นดินไหวเมื่อวันที่ 28 มีนาคม 2568 ผลการตรวจสอบไม่พบความเสียหาย ยืนยันอาคารทุกหลังได้มาตรฐานรองรับแผ่นดินไหว

ผู้ช่วยศาสตราจารย์ ดร.มัชฌิมา นราดิศร อธิการบดีมหาวิทยาลัยแม่ฟ้าหลวง (มฟล.) นำทีมผู้บริหาร วิศวกรโยธา และช่างจากส่วนอาคารสถานที่ พร้อมด้วยหน่วยงานที่เกี่ยวข้อง เข้าตรวจสอบสภาพอาคารและสิ่งปลูกสร้างทั่วมหาวิทยาลัย รวมถึงศูนย์การแพทย์มหาวิทยาลัยแม่ฟ้าหลวงและอาคารหอพักบุคลากรทางการแพทย์ที่กำลังอยู่ระหว่างการก่อสร้าง เมื่อวันที่ 29-30 มีนาคม 2568 ผลการตรวจสอบไม่พบความเสียหายที่เกิดจากเหตุแผ่นดินไหว

ทางมหาวิทยาลัยเน้นย้ำว่า อาคารทุกหลังของมหาวิทยาลัยได้รับการออกแบบให้รองรับความเสี่ยงจากการเกิดแผ่นดินไหว โดยมีการดำเนินการตามขั้นตอนการจัดซื้อจัดจ้าง การก่อสร้าง การควบคุมงาน และการตรวจรับงานอย่างถูกต้องตามสัญญา รวมถึงมีผลการทดสอบวัสดุทุกชนิดที่ใช้ในการก่อสร้างซึ่งเป็นไปตามมาตรฐานที่กำหนดไว้

สำหรับหอพักบุคลากรทางการแพทย์ที่อยู่ระหว่างการก่อสร้าง ซึ่งเป็นอาคารที่ได้รับการกล่าวถึงสืบเนื่องจากอาคาร สตง. ผู้รับจ้างก่อสร้างเป็นกิจการร่วมค้า TPC ประกอบด้วย บริษัท ไทยพารากอน คอนสตรัคชั่น จำกัด กับ บริษัทไชน่า เรลเวย์ นัมเบอร์ 10 (ประเทศไทย) จำกัด โดยการจัดหาเป็นไปตาม พ.ร.บ.จัดซื้อจัดจ้างและการบริหารพัสดุภาครัฐ พ.ศ. 2560 โดยวิธี E -bidding ทั้งนี้บริษัทควบคุมงานก่อสร้างไม่ใช่รายเดียวกันกับที่ปรากฎเป็นข่าว

ความคืบหน้าของการก่อสร้างอาคารหอพักบุคลากรทางการแพทย์ ภาพรวมแล้วเสร็จ 46% โดยงานโครงสร้างแล้วเสร็จทั้งหมด ขณะนี้อยู่ระหว่างดำเนินการในส่วนงานสถาปัตยกรรมและงานภายนอก ซึ่งการดำเนินงานก่อสร้างล่าช้าไปจากแผนเดิมที่กำหนดไว้ เนื่องจากสถานการณ์โควิด

สำหรับข้อกังวลเกี่ยวกับโครงสร้างอาคารหอพักบุคลากรทางการแพทย์ที่แล้วเสร็จไปแล้วนั้น ในรายการประกอบแบบมีการกำหนดมาตรฐานของวัสดุ โดยเฉพาะเหล็กต้องได้รับมาตรฐาน มอก. และผ่านการทดสอบจากหน่วยงานที่ขึ้นทะเบียนให้ทดสอบ มีการตรวจวัสดุที่เกี่ยวข้องกับความแข็งแรงของโครงสร้าง จากหน่วยงานบริการทดสอบวัสดุที่ได้มาตรฐาน เป็นไปตามข้อกำหนดแบบและมาตรฐานการทำงาน ทั้งนี้ไม่มีเหล็กยี่ห้อที่ปรากฎตามข่าว

มหาวิทยาลัยควบคุมดูแลให้การดำเนินการก่อสร้างเป็นไปตามแบบและมาตรฐาน โดยบริษัทควบคุมงานก่อสร้าง และมีกรรมการควบคุมการทำงาน มีการประชุมติดตามงานร่วมกับผู้รับจ้างทุกสัปดาห์ ตลอดจนเข้าไปสังเกตการณ์และตรวจสอบพื้นที่ก่อสร้างในขั้นตอนสำคัญ ซึ่งการดำเนินงานก่อสร้างนั้นเป็นไปตามหลักการออกแบบและกฎหมายที่เกี่ยวข้องกับการก่อสร้างอาคารสูงในพื้นที่เสี่ยงแผ่นดินไหว เป็นไปตามการคำนวณโครงสร้างตามประเภทและขนาดของอาคาร อย่างไรก็ตาม ภายหลังเกิดเหตุแผ่นดินไหว มหาวิทยาลัยได้ดำเนินการเพิ่มเติมโดยเข้าไปตรวจสอบเบื้องต้นร่วมกับทีมวิศวกรโยธา โดยผลการตรวจสอบไม่พบความเสียหาย ทั้งนี้ เพื่อความมั่นใจแก่ทุกภาคส่วนเรื่องความปลอดภัย จึงได้ประสานงานผู้เชี่ยวชาญจากหน่วยงานกลางเข้าตรวจสอบอีกครั้ง

Mae Fah Luang University Confirms Building Safety After Earthquake

Mae Fah Luang University (MFU) administrators and specialized team, conducted an urgent inspection across the university following the earthquake on March 28, 2025. The results showed no structural damage, confirming that all buildings are safe and meet earthquake-resistant standards.

Assistant Professor Dr. Matchima Naradisorn, President of MFU, led a team comprising university executives, civil engineers, and maintenance staff, along with relevant authorities, to inspect buildings and structures across the campus. This included the Mae Fah Luang University Medical Center and the Medical Personnel Residence currently under construction. The inspection, conducted on March 29-30, 2025, found no damage caused by the earthquake.

The university emphasized that all buildings have been designed to withstand seismic risks. The construction process adheres to proper procurement procedures, project supervision, and contract compliance. Additionally, material testing has been conducted to ensure compliance with required safety standards throughout the whole construction process.

The Medical Personnel Residence, currently under construction, was mentioned as the building contractor involved in a recent controversy. The contractor is a joint venture, TPC, consisting of Thai Paragon Construction Co., Ltd. and China Railway No. 10 (Thailand) Co., Ltd. The procurement followed the Public Procurement and Supplies Administration Act B.E. 2560 (2017) via E-bidding. The construction supervision company involved is different from the one mentioned in recent news reports.

As of now, the construction progress is at 46% completion. The structural work has been fully completed, and the project is now in the architectural and exterior finishing phase. Delays from the original schedule were caused by the COVID-19 situation.

Regarding the completed sections of the Medical Personnel Residence, all specifications mandate that all materials, particularly steel, must comply with the Thai Industrial Standards Institute (TISI) regulations and undergo regular testing by certified laboratories to ensure compliance with the project’s design and construction standards. The university clarified that no steel brand mentioned in recent news reports was used in the construction.

To closely monitor and ensure safety of all constructions, the university construction supervision team, along with a regulatory committee, holds weekly progress meetings with the contractor. Regular site inspections are conducted at critical stages to ensure adherence to earthquake-resistant building codes and structural calculations based on the building type and size.

Following the earthquake, MFU took additional measures by conducting a preliminary inspection with civil engineers. No structural damage was found. To further reinforce safety confidence, the university has coordinated with external experts from an independent agency for an additional evaluation.
